Are baggers supposed to bag?

The employees at local stores that used to be referred to as "baggers" just stand by idley while many customers like me, are juggling bags and gallosn of milk etc. trying to get everything bagged properly while toting our 1 and 2 year olds while pregnant around....what exactly IS their job and why aren't they doing it?! Should I talk to management? It has happened several months in a row.
