Why is it that the government creates problems that make you get loss in their bureaucratic phone menu?

You call most government agencies with a problem that they created to begin with, Their phone menu does not address your problem and when you get someone they either don't know what you talking about, transfer you to some other agency or their off for a holiday or conducting some sort of mandatory training. Then they turn around and call you a "tea bagger" "racist" "anti unions" "anti workers" when you complain about them not being helpful with the problem they created themselves to begin with.
